Connecticut Requires Registration for Lenders Engaging in Servicing Activities

What’s new
Effective October 1, 2025, mortgage lenders in Connecticut must obtain an exempt mortgage servicer registration before performing servicing activities.

What changed
Previously, licensed mortgage lenders could service their own originations without a separate servicing license/registration if they:

  1. maintained a supplemental surety bondfidelity bond, and E&O policy;
  2. only serviced loans they originated; and
  3. performed servicing from a licensed main or branch office.

Under the Banking Law of Connecticut revisions taking effect Oct 1, 2025, lenders must now register as an exempt servicer even if they meet those conditions.

Department guidance

  • Apply via NMLS; the required surety bond is filed electronically.
  • No application fee.
  • Renewals follow the normal annual licensing renewal timeline.
  • No-Action Position: The Department will not take action while an application is pending if the lender qualifies for exempt status and files by November 1, 2025.

Who’s affected

  • Mortgage lenders that service their own originations in CT (and have historically relied on the prior exemption).
  • Lenders planning to begin servicing functions in CT on or after Oct 1, 2025.

Action checklist (now)

  • Confirm that your CT activity includes any servicing functions.
  • Submit the exempt mortgage servicer registration in NMLS.
  • Arrange for electronic bond filing.
  • Calendar annual renewal alignment with other licenses.
  • If applicable, rely on the No-Action Position by filing no later than Nov 1, 2025.
